Russian President Vladimir Putin updated the country’s nuclear doctrine, warning that any conventional attack on Russia by a non-nuclear state, if backed by a nuclear power, will be seen as a joint attack. Ukrainian officials called this nuclear blackmail. The Biden administration has not authorized Kyiv to strike inside Russia.
