Pakistan had invited PM Modi and other SCO leaders to the Council of Heads of Govt meeting in October, which Modi is unlikely to attend. Due to recent tensions, he may deputize a minister instead. The Indian government has yet to decide on the invite, considering the troubled relationship with Pakistan and recent terror attacks.
